I will guess it is either the key is worn, the cylinder is worn , or it has nothing to do with those and has to do with the safety interlock system, which involves the brake pedal and shifter I think. So double check the correct key is being used to try to start the vehicle. I have done it with the fobbed key by using my fist but that hurts. Put the new element on the cap and screw it back down.
